Regulations for
Students` Council
First: -
Students`
Council at Delmon University for Sciences and Technology is formed
to represent students in students' affairs and inside the
university.
Second: -
The words and terms cited in these by-laws shall have the meanings
construed hereunder unless otherwise indicated:-
The university – Delmon
University for Science and Technology.
The president – the
president of the university.
The council – the
student council at Delmon University for Science and Technology.
The general assembly –
all students registered at the university for an academic degree.
Third:
-
The main goals for the council are:-
1. to
support the activities of the students in fields such as academic,
social, and athletics.
2. To encourage
the students to work together as one team.
3.
To follow up students` matters and liaison with the university
administration.
4.
To promote democracy, objective dialogue, and respect of the other.
5.
To cultivate student personality according to Islamic and Arab
values and culture.
6. To support the positive
interaction between university administration and students and
between students and university departments to enhance the academic
development.
7. To
ensure the importance of investment in the university life in order
to prepare for the future and to emphasize respect of laws and
regulations.
Forth: -
To become a candidate for the council, a student has to fulfill the
following conditions:-
1. To
finish successfully the minimum course load for the semester
according to university regulations.
2. The
student's accumulative average must not be less than the minimum
average required by the university.
3. To be a full
time student in the university during his membership. The student
who has the minimum course load is considered a full time student
except in graduation semester and summer semester.
4. The student must not
have any warning before, and in case he got one it must be before 2
semesters.
5. All
fees must be paid to the university.
Fifth:-
A) The council
is formed from the elected students at the university faculties as
the following:-
1. One member at least
for each faculty.
2. The number of the
students elected should be suitable to the number of students
registered in the faculty.
B) The
university board determines the percentage of students'
representation at the council according to the number of students
registered at the beginning of the second semester in accordance
with the organizational structure of the university.
Sixth:-
a) Every
student has the right to vote.
b) The
elections are held as the following:-
1. Each faculty in the
university is considered an election committee.
2. For each election
committee the number of election boxes should match the number of
the students in the faculty.
3. In each faculty the
students elect their representatives in the council directly in
accordance with the fifth clause of these regulations.
4. The election is
held in the second semester each year.
5. The election is held
in one day from 9 till 5 o'clock.
6. The election
campaign starts one week ahead of the Election Day.
7. The election is held
by secret voting.
8. The university
president put the internal regulations and instructions for the
elections in accordance with these regulations.
c) The council is
elected for one year starting after announcing the results and till
the beginning of next elections.
Seventh:-
1. The
council holds its first meeting upon invitation from the university
president to elect a president, vice president, secretary, and
committee members among the council members; within 2 weeks from the
result announcement.
2. The
council meetings are held publicly.
3. The
meeting will be legally held if the quorum is more than the half of
the members. if not, the members will wait for an hour to achieve
the quorum other wise the meeting will be postponed 10 days. The
second time the quorum will be legal if one third of the members
attend including the president and secretary.
Eightieth:-
The
council has the following responsibilities and duties:-
1. To discuss the work
plan for the council.
2. To discuss the
financial and the administrative reports.
3. To prepare the
budget and present it to the president.
4. To suggest
modifications to these regulations and handing them to the
university president through the vice president.
5. To make suggestion
to help achieve the council goals.
Ninth:-
1. The
president and his vice are to be elected once; and they should
fulfill the following:-
a) To be Bahrainis.
b) To pass successfully
the followings:-
(66) Hours for
bachelor.
(15) Hours for
master.
c) To register the
minimum of the course load in the semesters.
d) The student's
accumulative average should not be less than the minimum average in
accordance with regulations.
Tenth:-
The president
and his vice are elected just for one year.
a) The
president has the following responsibilities and duties:-
1. To invite for
council meetings and the meetings for the administrative committee.
2. To head the council
meetings and the meetings for administrative committee.
3. To refer the council
decisions to the administrative committee to make the right
decisions.
4. To represent the
council in other students councils.
b) The vice
president has the same responsibilities and duties as the president
in case of the president's absence.
c) The secretary
had the following responsibilities and duties:-
1. To prepare the
agenda given by the president.
2. To prepare the
meetings and minutes and reports.
3. The secretary of the
council.
4. To receive mail and
keep documents and stamps.
5. To provide the
president of the university with minutes for meetings.
6. To do any other
thing the president of the council asks for.
Eleventh:-
The council
affairs are managed by an administrative committee to be headed by
president of the council and to include the vice president, the
secretary, and the heads of other committees of the council as
members.
Twelfth:-
1. The
council forms the following committees:-
a) The financial
committee.
b) The committee of
students matters.
c) The committee of
student's activities.
d) The committee of
voluntary work for serving the community and the university.
e) The committee of
exterior relations.
2. The members
of each committee elect the president and the secretary for the
committee in the first meeting.
3. The council
can establish temporary committees to deal with specific matters.
4. The council
determines the duties and responsibilities of the different
committee and organizes their work according to clear standards.
These are to be provided to Deanship on approval.
5. The committees
can ask for assistance from any of the general assembly members to
achieve their missions and to able to perform their duties and
responsibilities.
Thirteenth:-
The
administrative committee has the following duties and
responsibilities:-
1. To elect the
cashier among its members.
2. To execute the
decisions of the council.
3. To prepare the
budget draft of the council.
4. To supervise
the faculties` committees.
5. To study
students cases and suggest the right solutions.
6. To set a work
plan draft for students activity programs on the faculty level.
7. To discuss the
annual financial and administrative reports and submit them to the
council.
8. To look into the
cases that is transferred from the council.
Fourteenth:-
1. The secretary of
the council is assigned as also the secretary of the administrative
body and he has the same duties and responsibilities as in article
(10/c).
2. The cashier has
the following duties:-
a) To receive cash with
receipts and deposit the money in the council account.
b) To expend in
accordance with the decisions of administration.
c) To present a monthly
report to the head of the administrative body including cashes and
expenditures and send a copy of the report to the president of the
university.
d) To handle the
bookkeeping and financial records according to the accounting
system.
e) To prepare the
annual financial report.
Fifteenth:-
The
first meeting for the administrative body is to be held within a
week from the date and when needed. Meetings are held weekly.
Sixteenth:-
A-1. In
each faculty it should be formed a committee called (faculty
committee). This committee consists of the all faculty
representatives in the council. If the members are less than three
then the council will chose those who got the highest votes from the
candidates of the faculty.
A-2. The
committee elects the president among it members.
B-1. The
committee of the faculty has the following duties and
responsibilities:-
1. To prepare the
annual report for the faculty.
2. To follow up faculty
activities.
3. To study students
cases at the faculty, suggest the solutions and submit them to
administration.
4. To prepare student
activities plan for the faculty and submit it to administration.
5. To execute/carry out
the decisions of the administrative body that are related to
student's affairs.
Seventeenth:-
a)
The membership of a member can be canceled from the council and the
committees in the following cases:-
1. If the member
committed any illegal action that may affect in a bad way to the
council.
2. If the member
committed any disciplinary breach that its punishment exceeds the
first warning.
3. If the member is
convicted in any offense or criminal act.
4. If the member loses
one of the membership conditions mentioned in article four except
the accumulative average.
5. The death.
6. The written
resignation.
7. The transfer from
faculty to another.
8. The absence from
three consecutive meetings or six dispersed meetings without
acceptable excuses.
b) The membership is
terminated by a decision from the council by the majority of two
thirds of the members in the cases at clause A in this article, and
it terminated legally in the cases at other clauses.
Eighteenth:-
a) The
council has its own budget which is supervised by administration.
b) The financial
resources for the council are the following:-
1. An annual financial
grant presented by the university in the amount of half BD for each
registered student in each semester, summer course not included.
This money is to be paid in two installments.
2. Donations from
different sources that are approved by university board.
3. Incomes from the
council activities.
4. Other resources
that are approved by the university board.
c) The money
is deposited under the council's name at a bank chosen by the
president of the university. The money is drawn from the bank with
two signatures; the first one is for the president of the council or
the cashier and the other one is for the vice president of the
university.
d) The expenditure order takes effect by a decision from the
administration followed by signatures of the president of the
council or the cashier; also the secretary and the vice president of
the council can sign the order as well. The president can get in
advance (50) BD every month for expenses.
e) The university
financial manager audits the financial documents for the council.
Nineteenth:
- the
president of the council and the members take the following oath in
front of the university president within two weeks from the
elections:
"I swear by the great
Allah to be faithful to my country and my king and to be loyal to
the university and respect the laws and the regulations and do my
job faithfully and honestly"
Twentieth:-
If a
place at the council becomes vacant, the candidate who got the
second place in the number of votes fills the vacancy.
Twenty-one:-
The
council is considered resigned when most of the members post their
resignations. The same applies for the administration of the
council and the council committees.
Twenty-two:-
A
meeting is considered legal if the absolute majority of the members
attend.
Twenty-three:-
The decisions and the recommendations are approved by voting and if
the votes were equal the vote of the president is counted.
Twenty-four:-
If the
president, his vice, or the secretary of the council resigns, the
other members of the council vote for a replacement.
Twenty-five:-
The council carries
all duties and responsibilities, not contradicting those of the
committees and according to university laws and regulations.
Twenty-six:-
The council
disbandment takes place with a decision from the University Council
on the basis of University President's recommendation.
Twenty-seven:-
The president
settle all cases not mentioned above.
Twenty-eight:-
The first council
ends it period by the end of the election.
Twenty-nine:-
The president of the university and his vice are responsible for
the execution of these regulations |
